KEY ELEMENTS OF ELECTION REFORM
by Robert J. Byrne (rjbyr@sbcglobal.net)

KEY ELEMENTS OF ELECTION REFORM
1. Election Cycle Time Frame (Shorten to 6 months maximum including Primary)

2. Limits on amounts of money that can be raised, thereby setting the maximum that can be spent. All expenditures can only be spent on the actual campaign.

3. All monies raised must come from the District that the candidate is running in.
Note: This applies to all State and Federal Elections, including the Office of President. This means virtually every campaign with in a state can never be funded with out of state money. No money can cross State lines. All elections at the County level and lower can only be funded by money from the County where the election is occurring. The Office of the President cannot have any foreign money involved.

4. No 'Campaign Warchests'. 60 days after dropping out of a race, losing an election, or winning, all campaign remaining money must be dispersed.
Note: Primary election winners may carry over any remaining money in a campaign account, and thereby reduce the amount that can be raised for the general election by the amount carried over.

5. Set limits on all individual donations at all levels. No Corporate or Union Donations allowed at any level.
Note: Set limits on all Political Action Committee (PAC) Donations and require that the each PAC group establish that the donation given to a campaign was from money raised in the District of that specific candidacy for which the PAC is contributing.

Note: The complete matter of 'Political Reform' was discussed in an article appearing in Lakeland Newspapers in a 2 part series in the. Jan. 24 & Feb. 7, 1992 issues. (Lakeland Newspapers, 30 S. Whitney St, Grayslake, IL, 60030)
